Otis Hall, 78, lovingly known as "Big O", passed away on Friday, October 03, 2025, at his home in Upper Marlboro, Maryland after his courageous battle with cancer. He was not alone but surrounded by his wife of 41-years, daughters, and grandchildren who loved him dearly.
Although he was born in Wilcoe, West Virginia on February 23, 1947 to Lila Hall, Otis was adopted by Alice Johnson and she raised Otis to be compassionate, resilient, and strong. While much of his young life was spent is West Virginia, his later years were spent in Washington DC and Maryland where he was able to take advantage of the various opportunities for advancement. Otis was well known in DC. Otis worked for the public school system for a limited number of years. In later years, he worked at a Pepco plant in Alexandria, Virginia where he spent approximately 42 years making connections, joking with coworkers, and providing labor needed to ensure the local and long-distance community received power. He retired from Pepco in 2011.
Otis was beloved by all those that had the privilege of knowing him. He enjoyed card games (Tonk and Poker), fishing, and family vacations. His passing has left a void in the hearts of his family, friends, and many more whose lives were touched by him.
Otis is survived by his loving wife, Shirley (Sharon) Hall; his daughters, Alana Cepeda and Shantice Wright, grandchildren Juan Cepeda, Anaya Chambers, and Lauren Wright; brother and sister-in-law, Johnny Carter and Simone Carter; his best friend and brother Jeffrey (JJ) Smallwood, and a host of family and friends.
