Richard James “Dick” Otero Sr., 86, of Odenton, Maryland, passed away peacefully on February 16, 2026. A devoted husband, father, brother, grandfather, and true innovator, Dick will be remembered for his entrepreneurial spirit and lifelong dedication to his family and work. 

Born on September 7, 1939, in Newark, New Jersey, Dick was the son of the late John and Maria Otero. His passion led him to earn a bachelor’s degree in electrical engineering from the New Jersey Institute of Technology. He later completed graduate studies at George Washington University.

A proud veteran, Dick served as a Captain in the United States Air Force, an experience that shaped his leadership and discipline throughout his life. Following his service, he founded RJO Enterprises and later EZCertify, among various other ventures. A true serial entrepreneur, Dick built and led multiple businesses with passion. He was also an active member of numerous professional associations and chambers of commerce, where he took great pride in mentoring and supporting other small business owners. 

Outside of work, Dick embraced life with a sense of adventure and joy. He loved the freedom of sailing and shared his passion for traveling with family and friends. His curiosity and enthusiasm for life were infectious to all who knew him. 

Dick was preceded in death by his beloved wife, Jeanneine Otero. He is survived by his children, Kathryn Otero Stokrp (Mike), Kristin Otero, and Richard Otero Jr. (Monica), and their mother, Paula Kinner, as well as his grandchildren, Michael Stokrp, Jake Stokrp, Nicolina Otero, Christopher Otero, and many nieces and nephews, all of whom carry forward his legacy of perseverance, compassion, and love.

 Funeral services for Richard James Otero Sr. will be private. In lieu of any flowers, donations can be made to the SPCA of Anne Arundel County.
